Oklahoma’s House Public Safety Committee passed legislation this week designed to end the concealed carry permit requirement in the state.


71 Republic reported that the legislation, HB 2579, would make Oklahoma the fifteenth permitless carry state. This would mean nearly a third of all states allow guns to be carried openly or concealed for self-defense based on the Second Amendment alone.

Another great day for the guaranteed rights of Americans.

This is a daily occurrence but idiots like Kaplooey and Fresh deny that they happen. I guess it would have been better if the criminals just had their way. Kind of like they do in liberal sanctuary cities.

Suspects who entered a Brevard County, Florida, home Thursday and pointed a gun at woman’s head were shot dead by the woman’s son.

News 6 reported that 20-year-old Alvin Smalls and 18-year-old Amir Rashad Lynn allegedly broke into the home at a time when the mother’s son was in the house asleep. The son awoke to strange sounds, only to discover the suspects allegedly had his mother at gunpoint.

The son shot the suspects. Smalls died in the home and Lynn fled, only to die later at a hospital.

Same bill passed the legislature last year, but the lame duck governor vetoed it. The biggest complaint about the bill is the loss of $$ OSBI receives for the background checks. We have had open carry for several years and I have probably seen less than a dozen. Seems when I notice a gun on the hip, after getting another look they usually have a badge on their belt.

House Democrats plan to move legislation criminalizing private gun sales out of committee and get it to the floor for a vote

H.R. 8 would outlaw the private gun sales Americans have enjoyed since December 15, 1791, the date on which the Second Amendment was ratified. This would criminalize a neighbor who sold a gun to lifelong neighbor without first getting government permission via a background check. It would also criminalize a friend for selling a gun to lifelong friend without government permission.

Ironically, the bill would have done nothing to stop the attack on Gabby Giffords because her attacker did not buy his gun privately. Rather, he passed a background check to acquire the gun retail.

Moreover, H.R. 8 would have done nothing to stop nearly every mass shooter to date in the 21st century. This is because nearly every mass shooter acquired his guns via background checks, rather than private gun sales. The exceptions are those who stole their guns.

Democrats in the Judiciary Committee just voted against notifying ICE when an illegal alien fails a background check to buy a gun. They hate ICE so much that they'd keep ICE in the dark when illegals try to get guns!

Comprehensive background check policy and firearm background checks in three US states




Abstract

Background Comprehensive background check (CBC) policies are hypothesised to reduce firearm-related violence because they extend background checks to private party firearm sales, but no study has determined whether these policies actually increase background checks, an expected intermediary outcome. We evaluate the association between CBC policies and the rates of firearm background checks in three states that recently implemented these policies: Delaware (July 2013), Colorado (July 2013) and Washington (December 2014).

Methods We used the synthetic control group method to estimate the difference from estimated counterfactual postintervention trends in the monthly rate of background checks per 1 00 000 people for handguns, long guns and both types combined, using data for January 1999 through December 2016. Inference was based on results from permutation tests. We conducted multiple sensitivity analyses to assess the robustness of our results.

Results Background check rates increased in Delaware, by 22%–34% depending on the type of firearm, following enactment of its CBC law. No overall changes were observed in Washington and Colorado. Our results were robust to changes in the comparison group and statistical methods.

Conclusions The enactment of CBC policies was associated with an overall increase in firearm background checks only in Delaware. Data external to the study suggest that Washington experienced a modest, but consistent, increase in background checks for private party sales, and Colorado experienced a similar increase in checks for sales not at gun shows. Non-compliance may explain the lack of an overall increase in background checks in Washington and Colorado.

AURORA, Ill. – Gary Martin, the gunman who killed five people and wounded six in a shooting rampage last week, slipped through a background check process to buy the Smith & Wesson he used in the attack – even though the law prohibited him as a felon from owning a gun.

The system failed again days later, when Illinois State Police figured out he had a conviction in 1995 in Mississippi for aggravated battery – the felony that should have prevented him from getting a state firearms license.

Illinois State Police records show Martin was sent a letter April 15, 2014, telling him he was required to relinquish his state firearms license. Police gave Martin 48 hours to transfer his firearms to a licensed gun owner or give them up to police.

If he saw the letter, he ignored it.

He would hardly have been alone.

Fewer than half of Illinois gun owners whose licenses are revoked follow through with the requirement to show authorities that they no longer own firearms, according to state police data.

State police sent more than 10,800 revocation letters to Illinois residents last year. “In most instances,” the agency said in a statement, the gun owners failed to vouch that they no longer possessed a firearm.

Some fall through the cracks.

State police acknowledged Martin shouldn’t have been granted a license in January 2014. The agency said the Aurora Police Department should have been informed through a statewide police database that his license had been revoked.

Martin managed to get through the background check process without his conviction in Mississippi surfacing.

Asked on his application whether he'd ever been convicted, Martin answered no, state police said.

The search of records conducted by the agency firearms licensing staff produced only his Illinois criminal history information, which revealed nothing that would disqualify him, state police said.

His application was approved, and he was issued his license.

Martin bought the Smith & Wesson in March 2014. Ten days later, he applied for a concealed carry permit.

He chose to submit fingerprints, which cuts the maximum processing time for an application from 120 days to 90 days.
